Horizon Europe is the leading European framework programme for research & innovation, designed to support researchers across Europe. It also actively encourages participation from third countries outside the EU. In light of recent geopolitical developments, the involvement of non-EU countries has become increasingly important. For clarification, third countries are countries outside of Europe that are not associated with Horizon Europe.

Legal entities and researchers established in associated countries, even if they are not EU Member States, can participate in and coordinate projects under the same conditions as entities and researchers from EU Member States, as set out in the respective association agreement. Based on Article 16 of the Horizon Europe Regulation, associated countries participate on equal terms with EU members, including in coordination roles, and have access to EU funding.

Negotiations for association typically start with bilateral negotiations between the European Commission and an interested country, followed by the drafting of a formal association agreement. The association becomes official when both parties sign the agreement, after which the country's participation is added to the European Commission's official list (see below). Transitional arrangements apply to countries and legal entities established in these countries with which association negotiations are ongoing or imminent. As association is a complex process, it often takes more than two years to conclude.

Unless exceptions apply in a specific call, projects require at least three independent legal entities: one from an EU member state, at least two other from different Member States or Associated Countries.

Association brings mutual benefits: national researchers access broader partnerships and EU funding, while the programme strengthens international cooperation and scientific exchange, particularly with strategically important partners.
